O PDE-Escola na versão PDDE Interativo: aproximações e/ou distanciamentos da gestão democrática da escola

Resumo: The present study aims to analyze the implementation of PDE-Escola in the PDDE Interativo version and the approximations and /or distancing of its actions in the construction of spaces and instruments of democratic management of education in the municipal sphere. In relation to the methodological procedures, the bibliographical research was used, with the purpose of surveying the theoretical reference that based /base the analysis of the data collected. Documentary research was also used to analyze the official MEC documents, in order to obtain information about the implementation of the PDE-Escola program and the PDE Interativo and PDDE Interativo versions. It was also decided to use the technique of semi-structured interviews, aimed at the professionals of the schools involved with PDE-Escola in PDDE Interativo version. The interview analyzes were carried out from three categories: Political Essentials of the Interactive PDDE; PDE-School implementation process in the PDDE Interactive version and developments in the planning of school management actions; PDDE Interactive and democratic management. The results, from the first category, showed that, although the participants demonstrated that they did not know the political foundations of the PDE-Escola in the PDDE Interativo version, in its conceptions this management tool has been presented as a mechanism linked in the first moment to the results of the IDEB and currently linked to financial resources, from the aggregated actions of PDDE programs that became part of the system. Thus, it is evident that the Interactive PDE /PDDE has been seen more as a mechanism for schools to have access to financial resources, through the aggregated programs /actions. In the second category, the results showed that the Interactive PDE /PDDE presented itself as a management methodology that sees the problems of the public school as a purely technical issue, making school management responsible for educational failures, installing the managerial logic that proposes the reform of school management through a vision where only the technical and internal problems of the school need to be remedied in order to solve the issue of the quality of education. The results obtained from the analyzes made in the third category, Interactive PDDE and democratic management, showed that the first intention of the Interactive PDDE to contribute to the democratic process was not achieved, being reduced to a technical activity, marked by the mere fulfillment of actions and programs focused on results. Thus, participants' perceptions showed that the Interactive PDDE presents itself with the logic of a strategic and technical planning of a neoliberal character, distancing itself from a democratic planning, which considers the pedagogical political project of the school.
