Resumo: This research aimed to identify the municipalities of São Paulo that hired private advisors to prepare their Municipal Education Plans (MEP) and the actors involved, as well as discuss how this process was organized and conducted at the municipal level, thus allowing to evaluate whether there were failures in collaborative federalism that led municipalities to contract such services; We were also interested in how educational planning, based on the principles of international organizations, may have influenced this process. From this general objective, the specific objectives were the verification of the existence of a network of technical assistance and support to municipalities, of a public nature, in the elaboration of the SME; the identification of private service providers that work with the elaboration of SMEs in municipalities of the state of São Paulo, as well as the identification of the contracting municipalities; the presentation of the general overview of the administrative and economic structure of the education network of the selected municipalities and, finally, the analysis of the position of some social actors (Ministry of Education, Education network managers, private advisory services, etc.) regarding the hiring of private services for the preparation of MEP. The hypothesis that guided this investigation is that the transfer of responsibilities for social services, from public authorities to third parties, has been strengthened in recent decades under the force of international capital and its principles and, in relation to the elaboration of current SMEs, may have The notion of educational planning as a democratic, social and strategic control tool for the development of public education in the country has been damaged. The procedures for obtaining data were: a) - document analysis, covering documents produced by the Ministry of Education with guidance on MEP, notices used for hiring private services for SME development, materials from news sites on MEP production, private service advertising material for MEP production and MEP analysis of the municipalities selected for qualitative research and b) semi-structured interviews based on the guidance of Duarte (2004) and Bardin (1977), with responsible for advisory services that have already provided services for the preparation of SMEs, with former secretaries of the Ministry of Education, representatives of the Union of Municipal Directors of Education of the state of São Paulo, representatives of the State Department of Education of São Paulo, with municipal education officers and representatives of some selected municipalities. For the analysis of data and information collected the research operated with the approach of the policy cycle, as defined by Ball and Bowe (1992), paying attention to the contexts of influence, production and practice of the elaboration of educational plans. In addition, we draw on Gentilini's (1999) research on educational planning in Latin America, on Verger and Normand's (2015) studies on global influences of market principles on public education and, among others, on Araújo's (2010) on collaborative federalism. The investigation allowed us to conclude that the current model of planning of Brazilian education, the result of disputes and historical claims, built in a context of international predominance of financial capital agencies, under the rule of a government with origins in the left inherited from a restructured state. in the 90's and with the conjunctural contradictions transposed to the legal text of Law 13005/2014, associated with a fragile public technical assistance, enabled and impelled the structurally and economically weaker municipalities, to contract private services to elaborate their MEP, harming, in the practice of legislation, the development of quality public-state education.
