Análise das redes sociotécnicas e socioinstitucionais das políticas públicas de atendimento às mulheres em situação de violência doméstica: dimensões simbólicas, atores e discursos

Resumo: The implementation of Women Public Policies by the Secretariat of Public Policies for Women (SPM) has contributed for the execution of a set of actions on the Public Policies field for over a decade. That allowed the development of gender perspective in a society that it is called unprecedented in the history of Brazil. In the context of this study, the aim is going to be on how the development of those policies for women was made, taking as a cut the taken actions aimed at combating domestic violence. The study is taken from their elaboration as a Plan of Policies for Women 2013-2015 to its replication and development in the State of Mato Grosso do Sul, and in the city of Dourados. In order to reach this goal different methodologies were used for gathering data and also for material analysis. Federal, State and Municipal Plans were the first ones to be analyzed in which all the actors involved in the development of the policies were identified in each level of the government. From the established connections among those actors, a representative graph of a socio-technical and socio-institutional network was elaborated by using the GEPHI 1.9.1 software. Each of those graphs was analyzed by taking the Theory for Analysis of Social Network to outline the expected network in each level of government. Plans were also analyzed according to their discursiveness contents for identifying their main matrices and the continuing and uncontinuing on the proposes of each level. Participant observation and semi-structured interviews were used for knowing how the public policies for women are developed in the territory by having the actors engaged from each network sectors at the attendance network for women. Results showed there are different aspects in the network found on Plans and pointed to a network that is constituted in the territory with some characteristics different from those proposed in the original plans.
