Resumo: The purpose of this thesis is to analyze the implementation of primary health care at the Public Unified Healthy System (SUS) of João Pessoa-PB, between the years 2005 and 2012. Furthermore, it also intends: to get acquainted with health management history of the Municipality of João Pessoa-PB regarding the implementation of AB on SUS; to characterize the actors, the content, the context and the implementation process of the primary health care policy; to point out evidences of interactions between managers, workers and users of the AB; to raise possibilities and ways on life production at public health care in AB. It can be characterized as a qualitative investigation, of single case and in process. Therefore, several individual semi-structured interviews were carried out with managers (n=6), workers (n=15) and users of SUS (n=9) from João Pessoa and focal group with matrix supporters (n=6). The analysis was based on the hermeneutics-dialectics approach, from two big categories: Health Management History of the Primary Health Care Implementation and Health Primary Care Implementation on the Everyday of the People Involved. The research allowed the acknowledgement and discover of several knots in the public health network, especially regarding health primary care. The micro politics process includes meetings, negotiations and conflicts on the everyday work of the people involved. It was imperative to evaluate that the dialog and horizontality on planning and implementation of the actions, the structuring of meeting networks and the possibilities of democratic management are critical success factors to policies implementation at local level.
