Contribuições do BNDES-FUNTEC na promoção da inovação tecnológica na indústria brasileira entre 2004-2019

Resumo: | With the downward trend in the participation of Brazilian industry in the composition of the Gross Domestic Product (GDP) in recent decades, the debate on industrial development strategies and the role played by the State has gained strength. Between 2004 and 2014, three industrial policies were implemented: Industrial, Technological and Foreign Trade Policy; Productive Development Policy; and Plano Brasil Maior. The promotion of innovation was an element that was present in the design of these policies and had the financial support of BNDES. The development bank promoted the creation and expansion of a set of financing lines with a focus on innovation, among which is FUNTEC. This instrument for fostering innovation concerns non-refundable financial support, aimed at promoting R&D projects that develop innovative products or processes capable of solving technological bottlenecks of strategic interest to Brazil. The objective of this dissertation was to carry out a critical analysis of FUNTEC's performance between 2004 and 2019, through a detailed mapping of its disbursement operations. The main results found demonstrate that: (i) the financial flow offered by BNDES through FUNTEC reached its peak between 2014 and 2016 and decreased sharply from 2017; (ii) the main supported economic activities are considered to be of high technological intensity and were elected as priorities in industrial policies; (iii) there is a large concentration of resources in favor of large institutions located in the state of São Paulo. The results also indicated an important distortion related to stimulating cooperation between Scientific and Technological Institutions and companies (ICT-company) in the development of projects within the scope of FUNTEC. Approximately 34% of the disbursement operations did not rely on the intervention of private companies, which makes the ICT-company interaction unfeasible in these projects. It is intended, with this research, to offer important theoretical and empirical contributions, which are able to support the discussion about the relevance of FUNTEC in supporting innovation as well as contributing to the elaboration and improvement of public policies in the country. |
