Resumo: | The proposed research was developed within the scope of the Professional Master's Degree in Public Policies and Educational Management at the Federal University of Santa Maria (PPPG/UFSM) in the research line LP1: Policies and management of basic and higher education. The researcher is part of the REDES Group, where studies and research in Educational Policies and Management are developed, considering that this work is part of the umbrella project, entitled: Public Policies and Educational Management: academic and professional research in education involved with basic and/or higher education, coordinated by Prof. Dr. Elisiane Machado Lunardi. The theme is supported by public student assistance policies, more specifically, those that deal with student housing, covering the entry, stay and exit of residents of the University Student House. The general objective seeks to investigate the developments of the public policy of student assistance in access and stay at the University Student House (CEU) of the Federal University of Santa Maria/RS, detailed by the following specific objectives: a) revisit the theoretical and legal framework of the policy student assistance at the UFSM; b) map the flow of access and stay in student housing at the UFSM; c) investigate the perception of residents regarding the process of access and stay at CEU I and II of the UFSM and, d) finally, as a product, build the guidance trail on access, stay and use of the student's home. The methodological path is based on research involving a qualitativequantitative approach, of a descriptive type. The construction of data was based on the state of knowledge, document analysis and a mixed questionnaire applied to residents of CEU I and II, over the age of 18, via the UFSM Data Processing Center. Afterwards, frequency analysis and content analysis were carried out. The theoretical framework is based on the state of knowledge, having as research bases the IBICT and UFSM Manantial. It presents aspects of the expansion of HEIs; student assistance in Brazil and student assistance actions at UFSM. The analysis and discussion chapter explains the research findings, where it was found that the majority of respondents are from the state of Rio Grande do Sul, entering the house after a selection process, via notice. Some of these students reported difficulties in accessing student housing. Greater clarification is suggested for students regarding the expected compensation for remaining in the socioeconomic benefit program. Furthermore, based on the research notes, theoretical aspects and legislation, a product was proposed that seeks to guide, through a printed and digital tool, students regarding the requirements and considerations that enable entry and stay in student housing. Finally, this work highlights the importance of public policies aimed at student assistance in terms of access and retention of low-income students in higher education. |
