The present research has the objective of analyzing the conditions of permanence offered by the policy of student assistance in the IFCE campus Iguatu to the students of the higher courses of the period from 2011 to 2015, considering the perspective of the managers, professionals and students that directly compose the dimensions of the management, planning and evaluation of said policy. It presents, from the theoretical foundation, the history of higher education, from its origin to the state counter-reform, as well as conceptual and normative aspects of the Student Assistance Policy in the context of higher education. It is characterized as exploratory-descriptive research and qualitative nature. As for the procedures, this is a field and documentary research. The research universe is composed of managers, specialized professionals who make up the multiprofessional team and pedagogical technique, as well as the students (enrolled and graduates) of the three higher courses: Chemistry Degree, Bachelor of Social Service and Technology in Irrigation and Drainage that are or who were the public beneficiaries of some service and financial aid of Student Assistance. The sample is made up of managers of the Student Assistance policy of the campus Iguatu, professionals with a higher level of technical staff from the Student Support Department, higher education professionals from the technical pedagogical team, and students who joined between 2011 and 2015, of which some are already graduates and others are still enrolled, thus defining as a non-probabilistic and intentional sample. It was found that all services and programs offered under the policy in question meet the objectives proposed by the National Program of Student Assistance (NPSA). It was observed that the permanence rate of the beneficiaries of the Program of Pecuniary Aid of all the courses analyzed, Social Services (79.5%), Chemistry (68.7%) and Irrigation and Drainage (60.2%) are higher than the non-beneficiaries, 35.4%, 25.4% and 14.2% for the same courses. In addition, it was noticed the inexistence of systematic planning and evaluation, as well as a process of participation and social control in the Student Assistance policy at the IFCE campus Iguatu, where planning is deficient, insufficient and restricted to management, and the evaluation and social control are non- existent. However, the policy in question constitutes a real opportunity for the student stay of countless individuals historically excluded from access to higher education, or unable to remain and complete this level of education given the absence or precariousness of biopsychosocial and economic conditions. |
