O efeito do crédito rural sobre o crescimento agropecuário dos municípios do Brasil entre 2003 e 2016

Resumo: This dissertation has as main objective to examine if the Brazilian rural credit policy is an efficient public policy in the promotion of the economic growth of the agricultural sector in Brazil. For this, the relationship between rural credit and agricultural growth of the Brazilian municipalities between 2003 and 2016 was analyzed. Thus, the study is divided between two analyzes: the relationship between rural credit and agricultural production, and agricultural credit and agricultural productivity. Each analysis was explored by two methods: structural analysis and exploratory analysis of spatial data, for this the work was divided into two essays. In the first essay, exploratory spatial data analysis (AEDE) is developed, with the main purpose of verifying spatial correlation patterns for the first and second analysis. The second seeks to investigate the structural relationship of the two analyzes, so that each analysis was constituted by an econometric model; where the two models are estimated by a fixed effects panel data regression and a conditional quantile panel data regression. Based on the first essay, it was found that there is a relevant positive spatial correlation between rural credit and agricultural production during the analyzed period, to the detriment of the spatial correlation between agricultural credit and agricultural productivity, which turned out to be negligible. With the second essay, it was observed that there is a positive impact of low magnitude of rural credit on municipal agricultural production, so that only investment rural credit contributes to reduce the inequalities of municipalities in terms of agricultural GVA. It was also possible to verify that there is also a positive impact of low magnitude of agricultural credit on municipal agricultural productivity, and in this case the agricultural credit, in costing and investment, contributes to reduce the inequalities of Brazilian municipalities in terms of agricultural GVA. The results indicated that the rural credit public policy in Brazil has more effect on the maintenance of the agricultural sector than on the economic growth of the sector.
