Resumo: This dissertation aims to establish an understanding of the power relations between the street population of the Rosa Elze neighborhood, the local community and the local agents of repression and local social assistance, through reflection on the relational conditions (structural and agency) that determine the autonomy of the individual in society; the mapping of habits and discourses that allow us to identify what kind of identity processes are expressed in the place and affect their spatial and social demarcation; the identification of material and immaterial goods in dispute between the subjects of research and the analysis of the mechanisms of power between the subjects of research through empirical-theoretical and bibliographic analysis of the research object. In this way, we could affirm the hypothesis that was initially confronted, that in the peripheral neighborhoods, predominantly inhabited by a middle-low to low population, such relations of power, throughout this dissertation, would have a configuration that, because of the lower economic and cultural distance between the individuals in the street and the community, consequently the estrangement and social tensions between the agents mentioned above and the State would be equally minor. This means, the distance between the different capitals held by the individuals of the same locality is inversely proportional to the intensity and frequency of the conflicts between them.
