The present study aims to outline the dynamics of Technical Assistance and Rural Extension (ATER) in the municipalities of Inhapi and Mata Grande, in the Alto Sertão de Alagoas, and how it influences the life of family farmers in these municipalities. Family farming plays an important role in the Brazilian economy. Along with agribusiness, it has become responsible for the increase in GDP and moved billions of Reais with the production of corn, soybeans and meats, especially in exports. Public policies that make rural development possible play an important role in improving the living conditions of family farmers who require the participation of the State in the field. Technical assistance and rural extension are important tools in the development of family agriculture, especially that portion of farmers who have a smaller production compared to large producers, who have easy access to credit policies that, to a certain extent, facilitate commercialization of its products, and ATER plays a strategic role as an articulator of public policies. The motivation of the work emerged from the perception of the importance that the Policy of Technical Assistance and Rural Extension has, in view of its strategic role as articulating action of other public policies that serve as institutional tool for the improvement of production conditions and quality of life of family farmers. It is necessary to study the effects of ATER because it is linked to an analysis based on the rural social sciences that is the so-called articulation of public policies. For it is limited to approach a focused public policy, for example, Microcredit, without having in its operational base the structure of technical assistance so that the family farmer has a real use of this credit. The methodological proposal is based on a bibliographical review, so that it is possible to understand each of the themes that are reached from the Ater reading, as well as fieldwork for interviews with the social actors of the two municipalities studied and the own technicians who provide the service of Ater. In the studied municipalities it is possible to perceive how the approximation between technicians and beneficiaries is necessary for the permanence of this policy as a reality in the life of the farmers. For those who receive this assistance, the difficulties with maintaining production are solved and as far as the marketing of their products is possible to reach markets when they improve the conditions of the same. In this case, in particular, a relationship of trust between technicians and beneficiaries could be found, just as it was possible to perceive from the farmers' speech how much they feel respected, this in a way has a direct influence on the quality of the service rendered, the most of them do not believe that they are able to go forward without the Ater policy, because they believe that they can improve their capacity to produce, but that for this the presence of the technician becomes essential, since he knows the legal means for this improvement, thus leading the insertion of the production in the different modes of commercialization. |
