This study aimed to analyze contributions Federal Government in actions of Technical Assistance and Rural Extension (Ater), in Paraiba's State, after promulgation of Ater Act. The study also sought to register and clarify limitations in implementation of this law in the period 2010 to 2014. The methodology adopted was qualitative research with techniques like semistructured interviews, direct observations and document analysis. As result, seems possible to say that not all expectations and promises of public managers was effectively implemented in practice with Ater after promulgation. The research shows that the main contribution of Ater Act is to ensure the institutionalization of Ater actions for family farming. In fact, to for what a technical assistance and rural extension be a quality activity, continuous and accessible to all people, would be necessary to remove many obstacles, among them: excessive bureaucracy in operationalization of Ater activities, the lack of monitoring of activities in loco to assess the quality and continuity of services, Ater Public Call not flexible operationally and methodologically, and the abandonment of family farmers inserted in Ater projects. |
