Currently, there is a scenario of scarcity of drinking water, which imposes the urgent need to adopt public policies aimed at the management of water bodies. From this global scenario to the local perspective, it appears that the municipality of Aracaju has also been experiencing problems related to the pollution of water bodies. In view of the above, it was awakened to defend the thesis that an effective strategy for the hydroterritorial management of the Poxim River involves joint actions of environmental compliance and permaculture. The Poxim subbasin extends in a northwest-southeast direction, with an approximate area of 348.71 Km². The present investigation covers a section centering the analysis on the stretch of the Poxim river located in the Sergipe capital that comprises the lower course of the river. The research in focus is justified by the significant socio-spatial, economic, environmental, academic, cultural and political relevance, as it is no longer conceivable to fail to investigate the interference of power relations in the hydroterritory. The general objective is to analyze how the combined actions of environmental compliance and permaculture can cooperate with hydroterritorial management, in the stretch of the Poxim river located in the capital of Sergipe. In view of the narrated, this investigation raised the following issue: How can the aforementioned combined actions contribute to the aforementioned management of the Poxim River in the municipality of Aracaju? Thus, based on the originality and originality of the investigation, the thesis is defended that the strategies that can minimize the problem faced by the aforementioned river should include joint practices of environmental compliance and permaculture. The methodological arrangement resorted to bibliographical and documentary research, seeking in the hypothetical-deductive and pressure-state-response methods, solutions to the question raised. With the aforementioned arrangement based on a systemic research, an attempt was made to deepen the interdisciplinary study through participant observation that involved knowledge of environmental sciences, public management, law, geography, among other areas of knowledge. Knowledge was produced from these interconnected areas, helping to build environmental knowledge on the subject studied. As results obtained, we highlight the comparative analysis between what is available in the legislation on water resources (national and state) and the projects carried out on the Poxim River, as well as recommending the creation of an observatory of water resources. Finally, with the investigation carried out, it was verified that the structuring powers (Executive, Legislative and Judiciary), in the face of the constant negative anthropic actions carried out in the Poxim River, have neglected their functions, so that the following was verified: the policies are incipient public policies aimed at the studied river, the Master Plan for Urban Development of the capital has not been updated and the sanctions imposed on those who degrade the investigated water body do not discourage the degraders, in the latter case, generating a favoritism of who holds the economic power. |
