Resumo: | Efficiency in public service is always a desire of society. In an attempt to meet this desire, and even with increasingly scarce financial and personnel resources, institutions have sought to reinvent themselves in their working methodologies, especially in order to promote increasingly efficient public policies that serve an evergrowing public. In this way, the aim of this study was to show how process mapping using the Process Management Methodology can contribute to the effectiveness of the Public Policies for University Extension and Culture at the IFPB's Pro-Rectory for Cultural Extension (PROEXC). Based theoretically on the authors Bueno (2020), Capote (2012), Carvalho and Sousa (2017), Marques and Oda (2012), Villela (2000) and Sousa (2017) and Wunderlich (2015), it was possible to conceptualize: processes, what process management is, how and how important it is to map processes and how to carry out the modeling, bringing a contextualization of Higher Education management in public institutions. As this is a case study, the research was based on the bibliographic and documentary collection on the subject and questionnaires applied to IFPB Extension and Culture managers. To this end, the research information was collected through the institution's website, the Unified Public Administration System (SUAP), PROEXC's public documents, standards, legislation, and the application of a questionnaire, in which those surveyed were able to express themselves in relation to the processes managed in IFPB's Extension and Culture. All the material collected was analyzed, making it possible to map the main processes that put into practice the actions of IFPB's Public Policy on Extension and Culture, totaling 18 processes. These processes were modeled based on the results of the field research and the author's experience, enabling a diagnosis of the barriers in the processes, using the bizagi modeler software. Finally, we concluded the study by presenting proposals for improvements based on the Process Management Methodology, in the form of a technical report with the mapped processes, a summary of their management, as well as highlighting the difficulties encountered. The studies reinforced the importance of this management model for the continuous improvement of public higher education institutions, enabling rapid and innovative responses in their management. |
