Resumo: | The present work aimed to analyse the implications of the Minha Casa Minha Vida social housing Program (PMCMV) in Patos PB, above all, regarding their spaces for housing. The discussion was based on the perception of how housing policy influenced (and still influences) the construction of the urban space, mainly in medium-sized cities. For this purpose, it was pursued to understand the construction of the urban space in Patos-PB through previous housing policies (under the policy of the National Bank of Housing) as well as the current moment of implementation of the PMCMV. From this perspective, the housing policy was analysed, the ways of promoting the housing projects of the Program, as well as its urbanistic characteristics. Thereby, it was possible to discuss the effects of the housing projects funded by the government on its various areas of activities, especially in the city. Hence, throughout the study, the bibliographical research on (re) construction of urban spaces, the agents which promote these spaces and more specific issues on the periphery formation and unequal production/valorization of the city, was essential for the theoretical debate of this work. Besides the bibliographical reference, a data research was carried out including a collection of information and cartographic scales in the public sector in Patos PB (geoprocessing, infrastructure and housing departments) and in organs and institutions from other areas of the government such as CEHAP, IBGE, among others, in order to profoundly comprehend the studied reality. Although PMCMV offers funding for families from different income levels, the research focused on those aiming at families whose income varies from 0 to 3 minimum wages. Field research was carried out at Vista da Serra I residential area, as among the projects which were proposed and were being evaluated by CEF, this one was actually, the only one which had been delivered to the families enrolled at the programme in Patos, when this research was concluded. During field research, landscape observation/description and application of questionnaires to locals were carried out. The specific purposes and, consequently the general purpose were achieved through data collection, information gathered during the research and its filing, as well as its posterior analysis. With the conclusion of the research, it were taken into account some issues concerning obstacles to the implementation of a housing policy which actually meets the population needs, qualitative and also quantitative, as well as issues related to reproduction and intensification of the socio spatial inequalities in medium-sized cities, specifically in the municipality of Patos PB. It was identified in this city the performance of agents which has been forming two different sorts of periphery, one of them in which social housing aiming at low income population in places with poor infrastructure and service is provided; and the other one in which division into lots and state ventures aiming at higher income population are present, this kind of periphery is located in places where there is great pressure from state agents regarding its local public power due to have infrastructure and essential services properly implemented to increase the value of these spaces. |
