Resumo: This work is a collective writing, shared by the historical moment in which we live. The individual authorship is an illusion, written in partnership with the time. Iroko, as in ensiam Candomblé, the passage of time's Orisha, continuity. Not that a search has power to change reality, this claim is made in the fight. This writing aims to blacken and purpurinar legal thinking, questioning the approach to human rights with a view located on race, gender and sexuality. When the same fundamentalist discourse preaches hatred of dissidents people sex- gender and promotes the reduction of legal age, political intersection becomes theoretical. Thus, this research studies agency Conselho Tutelar in cases that address the issue of sexual diversity / gender in the city of Juazeiro, located in the São Francisco Valley, interior of Bahia. The social and legal history of children and adolescents non-white was marked by disciplinary institutes, hygienists speeches and less welfare policy of the military dictatorship, constituting a social control device on the bodies especially the peripheral black youths the formal post- abolition of slavery period. The question we ask is: to what extent the child protection agency regulates the production of gender and sexuality of children and adolescents subject your full protection? The doctrine of full protection would be a metaphor (euphemism) legal for biopolitical control of black youths and their families? The Afrocentricity offers us the methodological orientation of research, proposing the centralization of the problems in view of the historical experience of African diasporics in Brazil and the release of their descendants. Qualitative basis, the study makes use of document analysis methods, ethnography and literature review. The documentary collection relates to a set of articles published in local newspapers in the 1980s, when discussing the reform of assistance to children and adolescents, and three files of the full protection network, two of the child protection agency and a specialized center social assistance, in which there are persons identified as sex-gender dissidents.
