Corrupção municipal: fatores relacionados aos municípios com baixo e alto índice de corrupção

Resumo: This research analyzes the municipalities that obtained the level of corruption from the classification. The theme is the phenomenon of corruption linked to the concepts of public transparency, accountability and main-agent theory, with emphasis on the process of public governance as a tool to reduce corruption cases. The methodology is characterized as a quantitative research, with the application of logistic regression and descriptive analysis. It is possible to verify the achievement of the objectives through the application of the dependent variable, generated by the database of the reports of the Comptroller General of the Union (CGU) related to the level of corruption (MBC/MAC) in the proactive transparency and the lifting Of the independent variables such as: a) The Brazilian transparent scale (EBT) made by reactive transparency; b) the Firjan IFDM index; c) of the IDHM index; d) the absolute population; and e) Social control. With the model of the dependent variable and the independent variables it was possible to rotate the data through the statistical technique of logistic regression in the statistical software SPSS, in which the dependent variable is dichotomous. It was observed from the descriptive analysis and logistic regression that: a) the Northeast region was the most presented cases of corruption; b) The northeast and Southeast regions obtained the highest grades ten (10.00) earned by reactive transparency; c) Social control is a predictive factor of the level of corruption; and d) The IDHM Index brings a social and economic relationship, being an explanatory factor of the level of corruption. In this sense, a good IDHM index is linked to a good performance of the municipalities related to the performance of social control. Finally, it is recommended for future studies the application of new independent variables such as: a) per capita GDP; b) the revenue collected; c) The use of the Brazilian transparent scale-EBT 360 º; and d) the illiteracy rate
