Uma análise sobre a influência dos investimentos externos no desenvolvimento acadêmico e institucional na Universidade Federal da Paraíba

Resumo: Brazil and the world have been experiencing changes in higher education funding policies that mainly imply budget reductions in ordinary public resources destined for universities. The Union, responsible for the budget of Federal Institutions of Higher Education (IFES), has signaled that these institutions should seek to raise external resources to maintain their activities. In this sense, the present research had as general objective diagnose the influence of external investments for the academic and institutional development of UFPB, from 2017 to 2020. The specific objectives sought to: (i) identify relevant studies on higher education in Brazil and its development in the global, national and local context; (ii) to analyze, from the data collection, the budget resources obtained by UFPB through the raising of external resources in the period of 2017 and 2020; and (iii) to prepare a diagnostic report, presenting the influence of external investments in the academic and institutional development of UFPB, in the referred period. The methodology used, with regard to nature, was of the applied type; regarding the objectives, it included the exploratory-descriptive aspect; as for the approach, the research was qualitative; with regard to the model of procedures, it was a case study; the technical procedures adopted were bibliographic research and documental research. A brief history of higher education in Brazil, references on the financing of higher education, publicprivate partnerships, among others, were also used as the theoretical basis. For data collection and analysis, information was extracted from legal instruments (contracts and agreements) of UFPB, which deal with the raising of external resources for the financing of projects aimed at academic development (teaching, research and extension), as well as for institutional functioning in the analyzed period. There was also data collection from the federal budget panel (SIOP), referring to discretionary resources destined to UFPB by MEC, as well as a comparative analysis with the external resources raised. As a result of the research, a diagnostic report was prepared presenting the influence of external investments for the academic and institutional development of UFPB, between 2017 and 2020. It was possible to conclude that the investments raised through contracts and agreements, carried out between UFPB and its external partners, in the quadrennium of the research, had a relevant influence, mainly for the academic development.
