A avaliação de desempenho individual como balizadora das ações de capacitação profissional em uma instituição de ensino superior

Resumo: This study, framed in the Research, Management and Financing Research Line, aimed to analyze the Performance Evaluation model applied to TechnicalAdministrative Education (TAE) servers within the Federal Institute of Education, Science and Technology. Paraíba (IFPB). Research objects were: the Performance Appraisal modeling used by the Federal Public Administration and its ability to portray the work deficiencies of the TAE category; Professional Training actions implemented as an instrument of valorization and development of the public servant; as well as the Performance Evaluation as a guide for Professional Training actions that provide individual and institutional benefits. To give theoretical basis to the analysis, we review the works of authors such as Taylor, Weber, Bresser Pereira, Grillo, Gentle, Lacombe, Guimarães, Fagnani, among others. In order to support the research, concepts relevant to the studied theme were worked on, such as: Performance Evaluation, Competence, Evaluation, Performance Management, Competence Management, People Management, Human Capital, Meritocracy. In methodological terms, we classify this research as a case study with qualitative approach of descriptive character. From a historical dimension, bibliographic and documentary research was used covering: the Federal Constitution of 1988, which granted stability to public servants; Law 11.091 / 05, which created the PCCTAE; Decree 5,824 establishing the incentive for Qualification for TAE; Decree 5,825 / 06 which established guidelines for the elaboration of the PCCTAE Development Plan; Law 11,784 / 08, which implemented the Performance Evaluation and the Merit Progression to the civil servant; Decree 7,133 / 10, which regulated the criteria of the Performance Assessment of the public servant, among others. We note, through this research, that the modeling adopted to evaluate the performance of IFPB's administrative technicians, in some points do not fit the evaluative dynamics guided by the Government, and in turn, is not effective in extracting the data necessary to promote the development of the servers of the category, through effective actions of professional qualification.
