Resumo: | This work stems from an investigative process developed as a partial requirement for the degree of Master Academic Program Graduate in Social Service of the Federal University of Paraíba. Presents as an object of study in the Social Control SUS in the light the perspective of professionals Primary Health Care in the city of Campina Grande / PB. The analysis focuses on the work of professionals Centers of Support for Health Family (NASF) from the understanding of Participation and Social Control, legally established in the Health System and recommended by the guidelines that guide the work in order to perform NASFs this study adopted the descriptive and analytical-critical method, based on the perspective of those protagonists of the reality studied. In terms of methodology, it is about a social documentary and applied research with the use of quantitative and qualitative methodologies. As tools and techniques of data collection was used semi-structured interviews held with the script applied together with 12 professionals, spread over two NASFs located in different health districts in the city of Campina Grande / PB, from November 2012 to February 2013 instruments and techniques of data analysis were guided in the use of descriptive statistics reading for discussion of objective data and content analysis for interpretation of subjective data. The results of this research show that today many of the challenges facing effectuation of Social Control in SUS in Campina Grande. Although NASFs consist a recent proposal, face serious difficulties for the municipality to structure and carry out its activities, as recommended by the Ministry of Health. This action has been prioritized in individual consultations and curative. Other impasses were also observed, such as: a lack of understanding of the professionals of the ESF about the role of NASF; the very high demand for professionals, which prevents to perform health promotion and prevention activities as well as encouraging Participation and Social Control; the unaccountability of municipal management with NASF; the lack of encouragement and recognition of areas of Participation and Social Control; lack of knowledge of the professionals interviewed on Participation and Social Control in SUS, among others. In conclusive terms, it signifies that even in the face of many predicaments, professionals have opportunities to build and legitimize its actions based on the principles that affirm the legal requirements of the SUS, by seeking permanent liaison with their teams and the community, aiming resume operation of spaces for participation, constituting them as a tool of conquest, having as axis the defense and consolidation of social rights. Anyway, the current obstacles faced largely the result of Brazilian conservative political culture that spawned the predominance of bureaucracy, based on patrimonial, cooptativas, populist, clientelist, selective and targeted political practices. |
