Infraestrutura urbana de Bayeux-PB: a análise de suas especificidades como subsídio à produção de cenários para o planejamento urbano

Resumo: | This present research addresses the situation of the urban infrastructure of the city of Bayeux / PB from the analysis of the provision to the population of the structural subsystems: water supply, exhaustion sewage, urban drainage, paving and collection of solid waste. Under the time frame between 2004 periods, year of establishment of the Director of Urban Development Plan (Law 02/2004, which formally convened the first information of the state of urban infrastructure Bayeux) until July 2014. Based on the analyzed object, the method of approach for scenarios where quantitative and qualitative procedures were applied, using tools such as the collection and analysis of documents and alphanumeric data, from current laws and existing mappings. From the products analyzed was diagnosed the current situation of urban infrastructure of Bayeux, as well as the possible scenarios of this reality, whether current, by trends and spontaneous, alternative and desirable. The scenarios were determined according to the cross-checking of the produced maps and information gathered. The results obtained by the research about the urban infrastructure services, were verified that the water supply system and exhaustion sewage, serves about 95% and 9.6% of the population respectively, showing a disparity between the indices, reflecting a reality that it is found in most Brazilian cities. As for coverage of the storm drainage system, this covers 13.26% of the road network and the solid waste collection serves 96.7% of the population, yet regularly presenting problems of regularity also aggravated by the irregularly deposition of linked to clandestine dump these wastes. From the spatial distribution of urban infrastructure networks of Bayeux/PB it was observed an inequality in the provision of services. It was found that the highest concentration of infrastructure is inserted in the oldest and consolidated areas of the city, where urban growth was driven by the proximity of the state’s capital, directly influencing the use and occupation of ground and the urban density, generating as a result the greater offering infrastructure. The most devoid area’s in urban infrastructure density in the city are located in areas of permanent preservation, risk and riverside without regularization, as well as areas of urban expansion, with low building density and areas with uncontrolled growth and irregular occupations, precluding higher investments in the scope of implantation and/or improvement of urban infrastructure, since the costs are very high. The public policies for urban development collide in the action planning due to institutional dislocation between the public power and the installment dealerships of public services, besides the lack of technicians, disorganization of documents and data disability, as base registrations and a database, factors that hamper decision-making in the actions of planning and development of the city. |
