Resumo: Public procurement accounts for a substantial part of the world's Gross Domestic Product. By using this purchasing power to procure and stimulate innovation, government enables increased competitiveness. Moreover, the procurement of innovative solutions can help improve the efficiency of the public services provided. However, due to its volume and specificity, the procurement of innovation requires instruments that bring greater legal certainty to the public manager. Thus, this study aims to provide greater legal certainty to innovation hiring through an exploratory research. To this end, the following specific objectives were defined: to survey and analyze the scientific production to support the study; to survey the hiring carried out by the state executive branch, from the statements published in the Official State Gazette, in the period 2015-2020, in order to demonstrate its economic relevance for the State of Mato Grosso and to survey the legal models used for innovation hiring, the recommendations and best practices applicable to such models, considering the specificities of the state legislation. The methodology used for the literature survey was bibliographic research (scientific articles and doctrine) and documentary research (legislation and institutional documents), when a qualitative approach was employed. The survey of other documents was carried out through official websites and editorial publications. The results of the research demonstrated the relevance of the topic and of public procurement for the State of Mato Grosso, which made it possible to identify the hiring models used for innovation hiring, the recommendations and best practices that can contribute to the provision of greater legal certainty for innovation hiring.
