Resumo: | The research sought to elucidate how the decentralization process occurred in the State of Mato Grosso, in view of the national dynamics involving both a president and a state governor (Fernando Henrique Cardoso and Dante Martins de Oliveira) during their first term (1995 - 1998). Thus, analyzing this period, one seeks to understand what actually impacts a process of decentralization: the constitutional determination or the strategy of induction? Thus, the general objective is to analyze the factors that triggered the process of administrative decentralization. For this, the concept of decentralization is seen in this research as a process of constitutional induction and as interaction and dynamics between the federal and state levels that had, in the key positions, presidency and government. In this sense, the literature emphasizes that, for an effective decentralization process, a strong national center or government would be a necessary condition to induce other levels to implement or plan policies of interest to them. This research proposal therefore falls within a qualitative research; is exploratory because the object of research is little explored in Mato Grosso and descriptive, since qualitative research presents this characteristic in its essence. This paper presents a literature review, documentary analysis and semi - structured interviews that focus on key social actors, effective participants in the dynamics of the executive in public administration. Finally, it should be pointed out that the process of decentralization that took place in the State of Mato Grosso, the variable "economic crisis scenario" determined the dynamics of the Union's state induction strategy, as well as the "bureaucratic elites" variable during the state reform project. |
