Resumo: This paper analyzes the planning and actions of the government of the state of Mato Grosso do Sul in confronting forest fires and illegal deforestation in its territory. To this end, the Multi-Year Plans prepared by the state government for the periods 2016-2019 and 2020-2023 were examined, as well as the measures implemented to contain the advance of forest fires and illegal deforestation. Initially, the expenses fixed and executed in the environmental management expenditure function, including their respective programs, and the expenses fixed for the budgetary actions of this function were analyzed. Then, the data on forest fires and deforestation in Mato Grosso do Sul in the period 2016-2023 were presented, with a detailed analysis of the programs of the multi-year plans that include actions to prevent and combat these problems and their respective indicators and targets. Finally, the actions to prevent and combat fires and illegal deforestation provided for in the management contracts formalized by the government of the state of Mato Grosso do Sul with the departments responsible for environmental policies and the measures related to the budgetary actions effectively implemented were examined. The analysis carried out showed that the expenses set for the environmental management function are low and that the expenses incurred are even lower, which significantly impacts public environmental policies. It was also found that the multi-year plans are not prepared adequately, since there are few indicators, none of them related to the prevention and combat of fires and deforestation, and there are no established goals, which allows us to conclude that they are not used as a strategic planning and management instrument. It was also found that inadequate planning compromises the achievement of the expected results in combating fires and deforestation.
