Resumo: The environmental crisis, caused by global warming, imposes on today´s society the challenge of transitioning to an economy without fossil fuels: a Sustainable Bioeconomy. The forest-based industry sector, in Mato Grosso do Sul, has a strategic importance in the production of renewable natural goods and internal and external market potential, as well as a natural aptitude for Sustainable Bioeconomy. Planted forests contribute to carbon sequestration above and below ground, when compared to traditional agricultural systems, acting as a mitigating factor for climate change. The scientific proposition of Bioeconomy encompasses the use of renewable biological resources (biomass) for the production of various products, with intensive use of Biotechnology and Science, Technology and Innovation (ICT). Along with academic concepts, Bioeconomy has practical application, generating opportunities and challenges for countries and economic regions capable of producing renewable assets. However, the Bioeconomy needs to be Sustainable and support itself in the dimensions of sustainability, with transversality to the Sustainable Development Goals (SDGs). Industrial clusters are geographic groupings that promote several benefits to their members, mainly regarding their competitiveness, with synergy between them, the Sustainable Bioeconomy and the Fourth Industrial Revolution. Mato Grosso do Sul has potential for the formation of more sustainable forest industrial clusters, with space for the implementation of policies using the characteristics of Industry 4.0, this time cleaner. In Brazil, strategies related to Sustainable Bioeconomy lack adequate governance, with only a few scattered norms on the subject. In Mato Grosso do Sul, there is a lack of policies that guide the Bioeconomy aspect, especially Sustainable Bioeconomy. Thus, taking into account the theoretical approaches to policies, this present research responds to the issue of whether it is possible to implement policies in Mato Grosso do Sul, based on currently existing government strategic guidelines, with a view to developing the forest-based industry in Mato Grosso do Sul, from the perspective of Sustainable Bioeconomy. This study analyzes which policies can be implemented, with a view to promoting the expansion and strengthening of the forest-based industry, in the light of the Sustainable Bioeconomy aspect, as a strategic vector for the Development of the State of Mato Grosso do Sul. In order to prepare an Action Plan, as a policy at the state level, this research, which is classified as qualitative, exploratory, descriptive, applied, bibliographical and documentary, will use, through a secondary database, the content analysis technique, combined with the functionalities of the Iramuteq software. Due to the methodological procedures adopted, the research resulted in an indicative action plan for the State Public Power, supported by strategic objectives, aligned with the theoretical content provided in this dissertation and the documental analysis of the projects and programs implemented by the State Department of Environment, Economic Development, Production and Family Agriculture (SEMAGRO), arranged in management contracts.
