Resumo: | The Neighbourhood Impact Assessment is an urban policy instrument proposed to mediate conflicts related to the implementation and operation of developments whose impacts are eminently urban. It is a technical and multidisciplinary study that can be used to support a more equitable distribution of the burdens and bonuses of urbanisation and the implementation of urban policy goals. This thesis is part of an investigation into the application of the instrument as an urban planning tool. To this end, it delimited its implementation in the municipality of Belo Horizonte as the object of study and relied on data from urban licensing processes, interviews with stakeholders, records of meetings of the Municipal Council for Urban Policy, laws, decrees and administrative routines. The study of urban licensing processes allowed the identification of the relationship between the agents and instances involved, as well as between the types of developments, their locations and the treatment of their impacts. Its inclusion in the processes of spatial production means that the discussion of the Neighbourhood Impact Assessment involves issues related to the clash between the social function of urban property and property rights. The research identified the challenges and potential of urban licensing to contribute to urban management in terms of the moments of participation in which conflicts between the various agents involved can be made explicit; the determination of measures to deal with the impacts generated by developments; and the integration of sectoral policies |
