Reocupação do centro de Belo Horizonte: as possibilidades de uma nova circulação viária

Resumo: | Belo Horizonte as almost Brazilian States Capitals presents serious problems consequence of traffic and transport and transit policies applied. The public meetings places are disappearing while circulation spaces grow, so pollution, noise and accidents contribute to environmental degradation of urban space. The flows intensity associated to others environmental, social and economical factors has restrained the harmony between many necessaries activities to the city balance, promoting the suppression of one or various activities while increases the motorized vehicle traffic. In Belo Horizonte City Center the activity that has most lost participation in this unbalance is the residential one. In the last two decades the dynamic of residential activity has changed a lot, with changing inhabitant profile, in as much density by population reduction. The principal objective of this work is to recompose the balance between activities, specially promoting the residential activity and keeping the City Center diversity, by means of a new organization of the circulation. To understand the reason of this unbalanced portrait, the population residential dynamic, opinions and perspective about City Center have been assessed by analyzing the 2000 IBGE Censo, the 1992 and 2002 Origin and Destiny Researches from João Pinheiro Foundation, and a field research with inhabitants of City Center.Among some considerations it has been concluded that are fundamental to undertake realize interventions in the traffic system to acquire the balance of activities and the appropriation of public spaces. It is important to create an environment that allows the revitalization of the City Center discourse against the rest of the city, developing residential activity, consolidating its use in some areas and re-occupying abandoned ones. The organization of people and vehicles circulation, when it appropriates techniques of the rationalization to create privileged spaces, capable to reorient the attention of intense urban forms uses, will promote vitality in people relationship and permanence. |
