O efeito gestor escolar: a relação entre a atuação e a formação do gestor escolar e os resultados educacionais em escolas públicas estaduais da região metropolitana de Belo Horizonte

Resumo: This thesis presents a discussion about the effectiveness of school management in public schools in the state of Minas Gerais, focusing on the work of the school manager, regarding the achievement of their learning and learning objectives. It proposed to investigate, in the context of the democratic and participatory school, the association between the evolution of educational results indicated by the Index of Basic Education Development (Ideb), created by the National Institute of Studies and Educational Research Anísio Teixeira (Inep) and the performance of the manager , considering the management model adopted by it, its training, its abilities and competences to apply management techniques and to lead its collaborators, in order to promote the learning and contribution to the formation of the students for the society, considering the context that permeates the community in which the school is inserted. As a field of research, it was considered the educational context that involves state public elementary schools in the metropolitan region of Belo Horizonte, which presented greater positive and negative variation in Ideb between the years 2011 and 2015. Within the scope of Democratic and Participatory Management, comparative analyzes were established between schools in the state network that presented the greatest positive and negative variation in Ideb / Saeb between 2011 and 2015, considering the evolution history of Ideb, Performance and Performance indicators obtained from the Saeb, educational indicators obtained from the School Census, the academic formation and the performance of the school managers in the conduction of the school and in the leadership of the school teams and aspects related to the Bases of Commitment, the self-management and the personal, organizational and functional characteristics of school administrators. It is hoped that the effectiveness of this research contributes to the debate about the importance of the work of the school manager in improving the quality of public education.
