Resumo: | This research displays the political, educational and historical action of the Minas Gerais’ Conservatórios Estaduais de Música (CEM) in fulfilling the demand for music teachers and for projects involving them at public schools of basic education. This study focuses at the specific public contest for teachers of these CEM, which happened in 2015, noticing the relevant concentration of these teachers as employees of the public schools system of the state of Minas Gerais. Another subject of this research is the display of the deployment and operation of the Curso de Extensão em Educação Musical (CEEM) for teachers, an educational policy of the Department of Education of Minas Gerais State making the CEM responsible for this capacitation, as described in the law number 11.769/2008, which makes music education compulsory in an all segments of basic education. This CEM was deployed in 2012 and is still running, and has divided the opinion of music experts due to its pedagogical effectiveness and market reserve. This course is intended for teachers from different knowledge areas, predominantly those working at the state schools of Minas Gerais. The CEEM began with the Complementary Law n. 100/2007, which hired public servants, making it difficult the layoff and hiring of teachers for state schools, from November 2007 to December 2015. The head office this CEEM is the Conservatório Estadual de Música Haidée França Americano (CEMHFA), located at Juiz de Fora, the main city from the Zona da Mata region. The CEMHFA is one of the 645 public and private schools from the 33 towns under the jurisdiction of the Superintendência Regional de Ensino de Juiz de Fora. This research is based on literature review, official documents, institutional analysis, case studies and statistical data. This study analyzes the reality regarding the formation and the demand for music teachers in Minas Gerais, mainly in the city of Juiz de Fora. The training of teachers offered by CEMHFA is analyzed from the perspective of researchers and by the current state and federal laws that rules the CEM and general basic education. This study hopes to contribute to the discussion, to inspire significant initiatives between the CEM music teachers, and to creates partnerships with the professionals responsible for the formation of this group, with the help of the Department of Education of Minas Gerais State, represented by the Coordenação dos Conservatórios Estaduais de Música. |
