Resumo: Historically, public actions aimed at people with disabilities were createdunder the bias of charity, welfarism and protectionism (ANDRADE, 2018). In the midstof various social mobilizations, the 1970s gained institutional contours for the legalguarantee of the rights of these people. In Brazil, the issue of social inclusion of peoplewith disabilities was inserted in the political agenda, in a more perceptible way, fromthe Federal Constitution of 1988 (CF/88). The 1988 Constitution also inaugurates the institutionalization of mechanisms of social control and participation, with the creation of collegiate bodies (Councils, Conferences) and legal attributions of civil society, together with the state, to formulate and monitor the implementation of public actions. The objective of the study was to analyze the performance of the Municipal Council of Persons with Disabilities - CMDPD in the conduction of the Sport and Leisure policy with the Municipal Department of Culture, Sport and Youth (SECEJ). A qualitative case study methodology was used. The data collection techniques used were the semistructured interview and document analysis. 13 of the22 CMDPD Board Members were interviewed and the 33 Minutes of the CMDPD Ordinary Meetings for the period from 2017 to 2020 were analyzed, as well as the Notice of Meetings and the ratified Resolutions. Results were categorized into three main themes: i. presentation of the organizational structure of the Council, ii. description of the profile and representation of the Directors and iii. Council deliberations and referrals. The findings indicate that despite the CMDPD having existed for 17 years andhaving an organizational apparatus that confers a degree of institutionality to the council, there was a low representation of the area of sport and leisure in thisdeliberative space. The performance of the CMDPD in the area of sport and leisure inContagem is reduced to a fragmented and not very assertive action in view of its function of generating proposals and formulating alternatives that influence the design of the policy and the format of the management 2017 to 2020. The deliberations for the area were restricted to focused and punctual demands, especially in relation to theproposition of temporary sports and leisure events and projects.
