Currículo e políticas públicas de esporte e lazer: analisando o programa Esporte Esperança

Resumo: Public policies represent the state in action and seek to modify certain characteristics of the social fabric that public authorities deem necessary to protect against threats to the status of a particular right. In this context, the Esporte Esperança program is configured as public policy for sport and leisure of the Secretaria Municipal de Esporte e Lazer of the city of Belo Horizonte, targeting children and adolescents 06-17 years, living in socially vulnerable areas, experiencing workshops Sports developed the principles of education sport. In general, social programs and projects are proposed permeated by interests and have a connection with the processes of knowledge construction and production of the subject, approaching the curriculum issues. Understanding the curriculum as an arena of cultural negotiations, the intent of this research is the analysis of the curriculum of Esporte Esperança, with the identification of discourses represented in the speeches of the professionals involved in the program as well as the analysis of some documents. The research was based on a qualitative approach and combined the research literature, documentary and field. The terms curriculum and "public policy of sport and leisure" were the topics selected for the literature review that looked at works, periodicals, and academic search engines to their occurrence. The selected document analysis and interpreted the following documents: a politicalpedagogical proposal, the consolidated annual report 2011/2012, the core duties of coordinators and monitors electronic portal and workshop at City Hall. Finally, the research field aimed to collecting information about the relationship between the proposed curriculum in planning the program in question and its implementation. Therefore, eleven interviews were conducted - one with the coordination of the program with teachers and ten coordinators cores. So, I emphasize that, after this process, I managed to identify the categories that relate to the organization of the curriculum of Esporte Esperança: organizational structure and operational; goals and objectives; worked contents; gender issue; planning and evaluation; leisure in curriculum program, relation between the Esporte Esperança and Segundo Tempo program; differences between planning and program implementation - limitations and challenges. The preparation of the report resulted from the analysis of categories related to the theoretical part listed by the researcher, along with excerpts from interviews to illustrate and enhance the interpretations and understandings of the subjects investigated. Thus, the discourses that constitute the curriculum of public policies, especially the sports program Hope, are related to the accumulation of concepts, practices, beliefs and statements. The work focuses on the differences between the possible plots in existing curriculum, which interfere in your organization, in its scope and what it should contain. In proposing this challenge, I managed to glimpse the importance of thinking about the curriculum as cultural text present in many educational spheres, especially in public policy for sports and leisure.
