Políticas públicas de esporte e lazer para pessoas com deficiência no município de Belo Horizonte - MG: desafios múltiplos para a garantia dos direitos

Resumo: Despite the actions and political pressures of social movements in defense of the equal rights of people with disabilities in Brazil and in the world and the legal advances in favor of these rights, it is noticeable that the State still does not guarantee the rights of people with disabilities in an equal and universal. Based on the precepts of social rights and, above all, on equality and access to sports and leisure rights, the present study aimed to analyze the implementation of public policies on sports and leisure for people with disabilities in the city of Belo Horizonte - MG . The research is characterized as qualitative, of a descriptive and exploratory nature, which used techniques of document analysis and semi-structured interviews as a means of data collection as techniques of data collection. Were analyzed forty-four (44) municipal laws, forty-two (42) federal laws, ten (10) municipal decrees, ten (10) federal decrees and parts of the 1988 Federal Constitution that provide for sports and/or leisure as social law. In addition to the regulatory framework, 12 municipal reports, three Comparative Budget Reports with Analytical Execution, three Comparative Budget Reports with Synthetic Execution, three Demonstrative Reports on the Execution of Physical Goals and three Annual Reports of Human Resources SMEL were analyzed. The semi-structured interviews took place with four SMEL managers. The analysis of the documents was carried out in order to trace the historical timeline of the normative framework that governs the sport and leisure policy. Thus, the results of the analysis of the documents make up chapters 2 and 3 of this dissertation. Chapter 2 shows the normative framework that aims to guide sports and leisure policies in Brazil and, in a specific section, addresses the targeting of these policies for people with disabilities. The analysis of the other municipal documents is part of chapter 3, which deals with the installed capacity of the municipality of Belo Horizonte to implement sports and leisure programs. Finally, in chapter 4, the results of the interviews with sport and leisure managers in the city of Belo Horizonte are presented about the perspectives and how the sport and leisure programs for people with disabilities have been carried out. The results of this research demonstrate the advancement of the Brazilian normative framework for people with disabilities and the expansion of guidelines regarding sport and leisure for these subjects. In addition to federal advances, it is possible to observe the municipality's compliance and monitoring of federal laws. Two specific sports and leisure programs were identified for people with disabilities and another 10 aimed at the general public. However, even with a specific look at people with disabilities, the analysis of the municipality's financial reports and physical goals shows the retraction of investments in sports and leisure programs and the increase in spending on Policy Management, however, we observed a significant increase of investments in. one of the specific programs, unlike the other municipal programs and projects. With regard to human resources reports, there is a significant turnover of street bureaucrats represented by interns with weak employment ties, which leads to vulnerability in the implementation and continuity of sports and leisure policies. In addition to the reduction in spending on sports and leisure programs, and the vulnerability of employment ties, the absence of monitoring and evaluation of the general public about the programs is signaled, which makes it impossible to quantify and map the people served and, consequently, the verification the need to improve the policy. Regarding the managers' perception of the inclusion policy carried out in the programs, it was noticeable the direction for greater investments and the advances made so far, however, the study shows that the model characterized as social inclusion can be characterized as social integration, because, there is no possibility of transition and active participation in other programs. Therefore, this study indicates the need for further studies in the area of sport and leisure for people with disabilities, improvements in the assessment, documentation and monitoring of the implemented policies, in addition to advances with regard to the inclusion model. social coverage in sports and leisure programs in the city of Belo Horizonte - MG.
