Resumo: The educational policies foreseen for the Collor Government after economic opening allow us to understand education and its relationship with the economy and the role of the State. These policies have a perspective and an objective: training qualified labor. This objective seeks its effectiveness through a productivist vision of education called by The theory of human capital developed by Theodore W. Schultz in the work “The Economic Value of Education” (1973) and we will analyze how this theory is present in the main political programs for the Collor Government education area: National Literacy and Citizenship Program - PNAC (1990), Collor Government Sectorial Action Program in the Education Area (1991/1995) and Brazil: A National Reconstruction Project (1991).
