Resumo: The aim of this study is to propose an action model to be applied on the Legal Metrology activities in Brazil. This new modei, based on the requirements currently used for conformity assessment, is applied to- the measurement instruments used in the public services for water, electricity, and gas during the execution of its metrologic control such as initial and further verifications. The study was made according to the following steps: identification of the real existing problem; definition of the main objective to be met; its relation to the intermediate objectives, and the main issue which is to develop a model to enabie a more effective Legal Metrology. A theoretical fundamentais was structured from bibiiographic research, from resuits of an international mission and from interviews with experts that work in the legal metrology field. Based on this study one can detect the need of the adoption of new ways of action for the Brazilian legal metrology, such as the authorized test posts of public services concessionaires and the self verification by the manufacturer, related to the reulated measurements instruments for electrical energy, water and gas. This model comprise a new systematic strongly driven towards the use oftools like audit and surveiliance when executing these activities. The adoption of these new ways of action will enable not only the expansion of legal metrology activities, through the implantation of new metrologial services for a better response to the needs of productive sector and of the society, but also a relevant increase on the number of verifications executed.
