Resumo: It became imperious, in function of inherent difficulties, and the high degree of insecurity involved in the metrological tests of field, which has the purpose of evaluate the behavior of the velocity meters for motor vehicles in their rated operating conditions, the development of a new methodology to be apply in the activities referring to metrological control of theses meters, specifically to the tests of real condition of traffic in meters of fixed type, that represent the great number, of the instruments in use at the traffic control. This new methodology should be apply to the tests realized in real conditions of traffic, in all stages of the metrological control, in measuring instruments and the velocity register, used with the purpose of issuing of the traffic infringement which have been under the metrological regulation foreseen at the regulation of INMETRO nº 115, from June 29,1998. This research was divided, basically, in two modules, such as: the identification of the problem in the actual view of the system of velocity meters, and the main question, the development of a methodology able to become the test more secure with regard to physics integrity of the people involved, realistic, efficient and effective in the metrological control, in instruments used in the measurement and register of velocity of motor vehicles, based on of metrological regulations, of the tacit knowledge, existent publications and the International Recommendations issued by International Organization of Legal Metrology (OIML). The adoption of this new methodology will enable a significant increase in the level of confidence of the instruments used to the velocity control of traffic, as well as, they will reduce to least level, compared with the actual, the insecurity in the execution of the tests.
