Resumo: | The main objective of the research is it of determining the effectiveness of the emergency plan practiced now as mitigation instrument and reduction of impacts generated by the oil spilling for the atmosphere, in the extent of the licensing process. Besides, it is also object of the investigation, to evaluate the emitted documents (PT) and the report of technical inspection of the enterprise, considering the premises discussed in the theoretical referencial. The response emergency plan for the offshore activities is a set of procedures and an organized structure to reach the best performance and the reduction of the effects of accidents in the environment. The plan is the one of the stages of the Environmental Management in the organizations, and has a great importance in the licensing phase. Problem: Then, this Master's degree Dissertation discusses about the main factors that affect the performance of an emergency plan, with special focus in the offshore activities that have environmental risk. The characteristics of an emergency plan and the planning process are discussed, identifying the several variables and the necessary information regarding to the planning, the logistics, the communication and the effective actions to oil spill response in the several kinds of ecosystems. Methodology: The process of the identification of the environmental risks in the activities and the federal licensing guidelines are also discussed, as the procedure of building operational plans based on ready models to present to the environmental agency, and its effectiveness. Results: So, the goal of this research work is to supply a critical analysis of the emergency plans that are presented to the environmental agency, identifying the quality of the emergency plans in the offshore activities regarding to the Environmental Management view |
