Resumo: | One the most important problems involving Brazil s oil productions is due to the fact that the Brazilian environmental licensing procedure was not prepared for the opening of the Brazilian oil and gas exploitation market. World major oil companies came to Brazil and increased the quantity of environmental licenses. The environmental License Office does not have yet a clear methodology to lead the Environmental studies - EA. Risk assessment is one of the most important studies among the several phases of an environmental study; however, it is classified by the licensing authority as an additional study, not included on core phases. As there is no consolidate methodology to conduct these studies the brazilian oil production has been delayed. The greatest problem related with environmental license process is due the not existence of stipulated parameters and criteria. These criteria and parameters as well as an obscured methodology are informed to oil companies due Termo de Referência document. However, this document is not clear enough and many doubts appears and are solved during the process. The oil and gas industry s only wish is to know in advance what are the parameters and criteria established by the licensing authority. The national oil production is a strategic asset for the Country and the society, and it is closely connected to the matter since in Brazil there are twelve Floating Production, Storage and Offloading Installations and in the near future this number will probably double. Therefore, a well-defined and functional environmental licensing procedure focusing on the rational use of natural resources is vital for the national performance |
