This PHD thesis intends to put forward a review, from the theoretical and analytical standpoint, of James Steuart´s main work, the Principles of Political Economy, and within it´s body, underline the subject that was the most important for him: the economic development. Stewart developed an accumulation theory in order to approach the economic development in terms of principles. This theory is what we take as the basis to construct our work. This thesis intends to understand the contribution of James Steuart to the political economy, using the sraffian point of view, contextualysing, his main theoretical questions and finally presenting his accumulation theory and its peculiarities as fundamentals to a heterodox debate that reincorporates the State action in the economic development analysis. Steuart´s work is perhaps the last one that brings up the perspective os State´s power and, in that sense, the last one capable of understanding the power of governmental sector, before the Keynesian revolution
