The aim of this study is to propose an action model to be applied to qualification activities of internal assessors from testing laboratories. This new model was based on requirements defined on reference standards for management system of laboratories. This study was developed by following the phases of data collection that confirmed the lack of efficacy of the systems, the identification of major questions to be answered, related to the qualification process of internal assessors and, finally, pointing the ways to measure the performance of these assessors. Theorical fundamentals here used can be found in international standards, books about the matter and interview with management systems managers of many laboratories. Presentation of this proposal looks for the assurance of efficacy on management system through qualification of its internal assessors. This model presents a method to internal assessor´s qualification which has not been used by none of the researched laboratories and demonstrates a better compliance to demand that comes from technological sector, in terms of product intrinsic quality assurance and needs from the society
