Resumo: The movement of business incubators in Brazil dates of the decade of 80 and comes growing about 30% to the year. However, factors as different levels of managemental development and diverse the necessity to take care of stakeholders (understood as partners of your results), they compelled the business incubators to make local optimizations (services partial to the diverse ones interested) or little became consistent its models of management. Thus, it came growing in the Country a concern with the efficiency/effectiveness of the resources applied in the business incubators for the institutions financiers. In 2001, ReINC proposed to the incubators of Rio de Janeiro the creation, together, of an standardized and appropriate administration model to the reality of those organizations, that was used by all of the incubators and their companies. The choice for the methodology BSC felt for the fact of being BSC a flexible and adaptable tool to the reality of different organizations. This methodology consists of an administration process based on the use of a group of acting indicators, organized and articulated logically, in way the measured matches that portray the last performance and guide the future acting of an organization. This study search to present and to discuss the implantation of BSC in the Technological Basis Business Incubator of Federal Fluminense University as base for an administration model, detailing its system of acting indicators with its structuring, identification and measurement form., as well as the map strategic plan starting from these indicators.
