A geopolítica do ambientalismo ongueiro na Amazônia brasileira : um estudo sobre o estado do Acre

Resumo: | This work approaches the problem of the NGOS' activities in the environmental field. We define their performance as tactic agents of a strategy created by organisations from imperialism, mostly from the USA, as a geopolitics on the biodiversity for the countries which hold the rain forests having, as an important focus, the Amazonia. The NGOs became the main formulators, supervisors and instruments of an environmental policy of imperialism which resulted in reshaping the agrarian space of the Brazilian Amazonia. We consider the NGOs activities as a phenomenon, the onguismo, and we analyse their actions according to the bibliography researched on the performance of the big environmental NGOs. The elaboration for the policies accomplished by the ONGs has been defined according to the agenda outlined for the environmental preservation by the main organisation of the USA imperialism, the USAID. Such a policy aims to obtain large reserve areas under the category of preservation units in order to obtain the resources for the use of the biotechnology industry and the future use of the lands in accordance with the imperialism interest. In the state of Acre we have defined the study of the projects of three local ONGs: PESACRE, CTA and SOS Amazonia because of their importance in implementing projects financed and commanded by USA organisations as well as by their link to the PT state government in power since 1999 and which is anchored in a speech of sustentability, besides presenting the RESEX Chico Mendes constitution as a solution for the land problem and as a model for the agrarian reform in Amazonia. For better analysing the land question we have researched the peasants problems in two preservation units in Acre, the Parque Nacional da Serra do Divisor and the RESEX Chico Mendes. In both cases we have found peasants submitted to semi-feudal work relations and production, subordinated to the State and persecuted by the environmental police sections. The peasants besides being criminalised for damages to the environment are risked to be expelled from the land where they live and produce. |
