Resumo: At this paper we analyze the Favela-Bairro Programme, the main intervention policy in the Rio s slums on the past decade. Through the Parque Royal and Parque Proletário do Grotão cases we will try to understand five basic questions: (i) the project s development, (ii) the popular participation on the project s development, (iii) the comparison between the beginning and the end of the Programme, (iv) the so far aimed integration between slums and neighbours and (v) the current status in wich the researched slums are after a intervening decade. This research concluded that there were few progresses under the social area domain. Also there were few progresses on income-generating activities and land registry. The programme benefited infrastructure works and urban equipments that were installed contiguous to the neighbours. Today the slums are in a precarious state due to the lack of equipments maintenance. We also infer that the Favela-Bairro Programme as well as the others programmes implemented from the 40 s until now does not act in the causes of emerging slum areas. It questions even the validity of the occurred improvements as they were verified on the researched slums.
