Resumo: | The objective of this research is to develop proposed guidelines for identifying organizational competences with a focus on improving environmental performance, given that human factors has been increasingly recognized as a basis for sustaining this performance. The case analyzed is the segment of the refining and transportation of oil and derivatives. The method used is essentially constituted by literature review and field research, including the application of questionnaires to 18 experts with experience and expertise in environmental management geared specifically for the refining and transportation of oil products in Brazil. Through the literature review hypotheses were confirmed, indicating that some skills underpin the environmental performance. From the identification of 29 competencies for this case, a field research was established answering the research question, accomplishing the research objectives by proposing expected general guidelines. The competencies were validated and prioritized considering the frequencies and mean responses. These competences are spread across various sectors throughout the organization. At the tactical level are most of the competences (51.7%). The highest average importance (8.89) was seen in "Optimizing performance and efficiency of refining capacity", directly related to key environmental indicators from the refining and transportation, which tend to influence the perception of which competences are most important in the organization studied. With the exception of management competences related to the establishment of policies, licensing and environmental certifications, the ten most important competences considered are related to the operations and technologies aimed at the process-end of the company surveyed. Although the representative of this company in the segment studied, the fact that only one organization has been studied limits this research. It is expected that the results of this work could provide references for the development of environmental education programs for this rapidly expanding industry in Brazil. |
