Resumo: Bacia de Campos is the greatest oil production region in Brazil, producing around 1.3 million barrels of oil per day. To achieve this, it takes the combined effort of the Exploration, Perforation and Peroduction segments of the oil industry, involving about 50,000 people who generate an incredible amount of both office and industrial waste alike. This amounts to 60 tons of residue per day, which must be controlled and disposed of according to the brazilian environmental legislation. In the present work, the complexity of the existence of 8 (eight) certified Environmental Management Systems, interconnected through a single residue coordinating process is evaluated. These 8 systems complement each other performing jointly before the governmental agencies and the respective certification companies. An evaluation of the difficulties imposed on this coordinating process, named CPR Comissão Permanente de Resíduos (Residue Permanent Committee), by the organizational changes that Petrobras went through in the year 2000, as seen from the point of view of the General Theory of Management is also done. At the same time, readers are introduced to the tools for residue management, which are evaluated, providing suggestions for their improvement. Finally, a work plan following the model proposed for the case in question is presented, in an attempt to create a single Residue Management System, taking into account the principle of continuous improvement. Both the proposed model as well as the tools presented, with its suggested improvements, may be applied to any Environmental Management System, contributing to the continuous improvement of the existing formula, essential to the environmental policies of organizations, as established by the NBR ISO 14001 norm
