Participation is a strategic way to building a better society. Retrieve the history of participation in the state of Rio de Janeiro with reference to understand the conformation of the Social Assistance Policy has involved identifying the political and administrative organization, institutionalized spaces, such as councils and conferences, the main regulations for participation and social control and materialize is the most strategic actors to the political welfare gain conformation in tune with the Unified Social Assistance.
