Resumo: | The present work has the objective of discussing and evaluating the exercise of social control within the scope of SUAS, in the space of the Municipal Council of Social Assistance, in the city of Natal. The question that guided this study in search of the reach of its objective was: what is the political-social purpose of the exercise of social control and social participation in the space of the Municipal Council of Social Assistance of Natal / RN? Specifically, we seek to investigate and analyze the politicosocial application of the exercise of social control and social participation in the space of the Municipal Council of Social Assistance of Natal / RN. We also sought to identify whether the conception of social control and social participation envisaged in legislation (LOAS / PNAS / SUAS / NOB-SUAS / NOB-RH-SUAS and CNAS / CMAS Resolutions) is understood by its directors and implemented in CMAS practices. It was also in our interest to investigate whether the strategies and practices developed by CMAS have contributed to broadening social participation. The methodological procedures of this qualitative research include: bibliographical and documentary research; Also field research with Natal-RN's CMAS advisors. The latter, after approval by the Ethics Research Council, was carried out through a semi-structured interview using closed questions respecting ethical and confidentiality issues. At least 70% of the meetings comprised in the last 12 months of the 2013-2016 term of office were selected by a sample of 8 councilors representing the universe of 32 social actors, respecting the parity between the government and civil society segments . The collected data were analyzed qualitatively. The critical analysis was based on authors who discuss the subject, in the documents and laws specific to the Councils of Social Assistance. Based on the research carried out, it was possible to infer: a) that despite the advances achieved in the legislative field regarding social control and social participation in social assistance policy, CMAS social control in Natal-RN has its performance linked to the tasks of dimension (B) that the exercise of social control in the CMAS of the city of Natal, despite being a concept understood by council members, does not constitute a decentralized and participatory model as it is advocated in the legislation of this policy, and there is no stimulus And mobilization for the participation of users of social assistance policy, and of other segments of society in this space. This study, which had the CMAS of Natal-RN, should not be understood in isolation, but as part of a historical process that includes not only the city of Natal and the state of Rio Grande do Norte, And political and social dimensions identified at national and international levels. |
