Resumo: The present work proposes a reflection about the paper of the labor safety as a value or as a priority in the operational, tactical and strategic levels in developing total safety culture in automotive industry. The text published by Geller (1994)," Ten Principles goes Achieving to Total Safety Culture", was adopted as base and main theoretical reference in this study that it unchained the elaboration and the implantation of Accidents Prevention Plan in an automotive industry, located in south area of Rio de Janeiro State. The Plan goal is to qualify the company for developing a prevention culture. The agent and main beneficiary of this system are human beings, in their several functions inside of the organization. The used methodology was based on bibliographical revision and on field research. The bibliographical revision focused on aspects related to corporate values and safety culture, evidencing the importance of the employees' attitudes and behavior in accidents prevention also. Field research was based on data collection, through application of a structured questionnaire, as main tool. Results demonstrated perception concerning each principle of Total Safety Culture by the operators, leadership, safety technicians, engineers and managers, in the analyzed industry. As conclusion, it was verified that Accidents Prevention Plan is an important tool that contributed to begin changing process from reactive safety culture to preventive safety culture in the case studied, but it is still necessary to uniformize employees' perceptions regarding safety as a tacit rule being used independent of the situation. As recommendations, priority actions are suggested in function of obtained results, besides new studies on the theme.
