The study reflects on the transformation of the role of the state and its relationship with society in recent decades. Highlights the tendency to re-engineer the Brazilian state as a way of recasting the effectiveness of public policies, which include guidelines for decentralization of government , governance and social participation . In this sense, we value the concepts of cooperation , participation, social capital and partnership networks like tentacles of this new form of state management . The focus of this research is to analyze the institutional governance strategy in Rio's favelas , with the objective of bringing improvements to reduce poverty and inequality , particularly in relation to the main areas of activity for the generation of jobs and income in poor communities. The theoretical reflection is investigated in the context of reality, through a case study database of documents , reports , interviews, participant observation and questionnaires collected in Favela do Turan , located in the north of the city of Rio de Janeiro (Rio de Janeiro, Brazil), and has been incorporated with the Program Police Pacification Unit (UPP) , in 2010 , at the Rio de Janeiro state government. The objective of the study is to understand how the mechanism of governance of initiatives and projects to generate employment and income in Turano works, analyzing the strategic actions of social actors and established partnerships. The results obtained suggest a scenario of fragility in social dialogue and communication as well as the existence of isolated, pulverized with poor articulation between the social partners actions. The advances in the area of public safety and pacification of the favelas conducted in partnership between various social sectors, has had a relative success. However, there is not the same intensity in the field of socioeconomic and environmental demands of the population of these territories. For future plans, we suggest conducting research in other pacified favelas in order to identify characteristics and similar and / or different patterns on the modus operandi of each governance for the development of initiatives to generate employment and income in favelas, where implemented the UPP Program, in order to perform continuous improvement of public policies that have been developed in these areas , involving a rich universe of partnerships .
