Resumo: As one of the country's most recent sectoral policies, housing policy has long been neglected by the government, making scarce access to social housing generate a huge housing deficit. As one of the instruments aimed at correcting this problem, the Local Plan of Social Housing (PLHIS) was established by the Ministry of Cities by Law 11.124/2005, with the aim of municipalities carrying out a local diagnosis of housing and developing planning of the housing actions for the following years. Increasingly, good governance has resulted from the adequate provision and treatment of information on the effectiveness and performance of policies and programs implemented. Thus, to monitor the implementation of the goals established in the PLHIS and the measurement of performance of the same, it is necessary to constantly monitor and evaluate the actions performed. Therefore, this dissertation aims to develop a methodology for monitoring and evaluating the implementation of the PLHIS, so that it can be applied in the municipalities. In order to do so, a bibliographical and documentary research was done in order to describe the obstacles of the Brazilian housing policy trajectory as well as to identify methods of monitoring and evaluating housing programs and policies in Brazil. Based on these results, also using bibliographical and documentary research as a technical procedure, the methodology was based on the definition of variables and indicators based on the objectives and guidelines to which PLHIS is intended. As a result, an evaluation form has been designed so that it can be used by municipalities as an instrument for the practical operation of the monitoring and evaluation processes of the Plan. It was concluded that the proposed model has the capacity to identify the unreached results, and thus to subsidize alternative actions, improvements to be executed and corrections of course of the local housing sector, besides the revision of the PLHIS itself.
