Resumo: The government procurement market is the largest business sector in the world, accounting for approximately 15% of GDP in developed countries. Given this situation, it is relevant to study the subject. In this scenario, the administrative contracts play a relevant role in meeting this real social demand: providing better quality public services, since, as a rule, the needs of public bodies, and therefore of their target audience are partly served by these contracts. Thus, the present work proposes a systematized model was implemented for the contractual management of a public organization, seeking to improve the activities developed by the sector. It has been applied management techniques, with the use of already developed and widely tested improvement tools, such as the Lean philosophy, the Business Model Canvas, the Current Reality Tree (from the Theory of Restrictions), among others. Through this model, it became possible to centralize the contract management area and consequently add value to the routine of contract managers, since some dysfunctions were addressed and relevant processes identified, standardized and documented during the research.
