Resumo: Risk Management (RM) allows public educational organizations to mitigate deviations in their managerial and business processes, enabling good practices in public governance. In this context, this study proposes the development of a risk management framework focused on the management and inspection of administrative contracts in public educational institutions, subject to the General Law of Bids and Administrative Contracts No. 14.133/2021. The methodology used was action research, due to the participatory nature of the study and the intention to generate an improvement action in the institution where the research was conducted, the Federal Institute of Espírito Santo (Ifes). Methods and techniques of documentary research and focus group were employed. Tools such as the Current Reality Tree (CRT) and the Business Model Canvas were used to outline adverse events in contracts and, from there, define criteria for the framework's conception. Once the structure was conceived, its application allowed for the elaboration of risk mappings in the unit studied and the subsequent validation of the framework by professionals in the contract field. As a product of the research, a report was generated containing the contractual risk map of the campus where the structure was applied.
